In this video, Ross brought up the issue of declining population in some communities and rapid growth in other communities because of economic decline or increase.
This issue isn’t only valid to New Mexico, some states, or the US in general but a common challenge to communities and nations around the world.
Heather talks about the reality of dealing with infrastructure systems that authorities have built for a way more people before than what you have now. This is a massive challenge for water utilities, said Heather.

Ross and Heather also discussed financial sustainability in operating and maintaining water utilities.
